Barcelona currently has an abundant transfer of funds after selling Neymar to Paris Saint-Germain with a value of 222 million euros. This is also used a number of clubs that have players who's targeted by Barca to raise the sale price, for example, Borussia Dortmund.
Although Ousmane Dembele currently only has a market value of around 35 million euros, but they ask for 150 million euros if Barcelona wants it. El Barca themselves currently only dare to spend the funds in the figure of 100 million euros for Dembele.It sure being a problem to sign new players with too high prices.
Their Low Performance
Another problems in Barcelona is their peformance with losing to Real Madrid.
Barcelona is currently undergoing a difficult time. In the 2016/17 season they only won the Copa del Rey trophy, with their eternal rivals, Real Madrid won La Liga and Champions League. This makes Barcelona's prestige dim and reduce the interest of the players to move to Camp Nou.
Decreased performance makes their chances of winning the trophy is reduced so that the new players who are interested to move to get a trophy was discouraged.

And another problem is lies within the management.
The departure of Neymar to Paris Saint-Germain was the result of poor management of Barcelona, especially the club president Josep Bartomeu. Neymar several times expressed his frustration about the management in Barcelona, although on the other hand he did want to find a new challenge to choose PSG.
Currently, Barcelona has also not officially get the signature of Lionel Messi for a contract extension and has not extended the contract Andres Iniesta. A number of cases about the poor management of Barcelona make the players who wants to sign ,were thinking twice to accept proposal from Barcelona.
